Handling customs procedures with economic impact
PLANUS handles full register of goods in a warehouse. It is possible to define a
number of warehouses with individually shaped modes of goods handling. . Goods are
entered into register with detailed description, taking into account its physical
location. Various commercial documents and VAT and excise tax registers are generated
on the basis of stock documentation. PLANUS data structure enables international
transactions including comprehensive customs handling.
Handling customs procedures:
Import, Export, Transit
PLANUS allows handling SAD customs declarations, summary declarations and enables
data exchange with CELINA customs system. Customs documents are generated in an
automatic way on the basis of source documents (commercial, stock etc.). The system
offers advanced data validation tools that detect most of the errors at the declaration
preparation stage, which streamlines documents’ processing. The workflow is based
on documents’ state transitions, according to processing stage. Only operations
allowed by a given procedure may be executed.
Simplified procedure for import and export
PLANUS handles a simplified procedure authorizations register. It allows processing
of notifications and summary notifications and registering goods handled under simplified
procedure.
INTRASTAT
PLANUS generates monthly INTRASTAT declarations on the basis of source documents,
including corrections and amendments also for reporting periods that have been already
closed.
Electronic register in simplified procedure
Register of goods in simplified procedure created by PLANUS meets the official requirements
for an electronic register. Keeping records of goods exchange under simplified procedure
in PLANUS replaces traditional goods register provided that corresponding permission
of Customs Office is granted.
Exchange of electronic messages with ECS, ICS and NCTS systems
Thanks to PKom application, integrated with PLANUS database, each generated message
after reaching “Send to Customs Office” status is passed via mail to a suitable
customs office. Response messages are received and linked with source documents.
Users may track the case and view the status of document.

Guarantee and collateral management
PLANUS enables balancing collaterals by debiting the accounts (in a form of SAD
documents) and registering payments.
Maintenance of VAT register
Customs procedures often include settlement of VAT tax. PLANUS registers information
on VAT tax related to customs operations and provides users with detailed reports
on VAT settlements.
Maintenance of customs agency activity register
PLANUS generates an activity register which provides the possibility to create reports
according to selected criteria for each customer of the customs agency. Customer
Service Register – an important element of PLANUS – automatically records transactions
and generates invoices on the basis of a price list agreed in customer service agreement.
Fallback procedure
Due to temporary problems with electronic data exchange on administration side sometimes
customes declarations have to be sent to the customs offices according to fallback
procedure. PLANUS allows generating paper documents and export of XML files (electronically
signed or not). Response messages may be imported from mobile storage devices and
document state transitions are effected manually, which assures data integrity and
continuous workflow.
Customs warehouse handling
PLANUS keeps record of the authorizations for customs warehouse and processes all
transactions related to the goods stored together with customs liabilities settlement.
Warehouse files are updated according to stock documents (goods in, goods out) generated
under a defined customs procedure.
Electronic signature
If required, the document is electronically signed with use of a certificate installed
on a given workstation before it is sent or saved in an XML file. Documents may
be signed automatically or on demand.
ADMINISTRATION
The main functions of the administrative module in PLANUS are as follows:
- User management: definition of unique logins, passwordsand access rights,
- • System configuration: definition of document workflow, managing contents of dictionaries
with acceptable field values, layout and appearance of user interface, error messages
etc.
